Tbk (SURGE), secara resmi mengumumkan keberhasilan pelaksanaan Uji Laik Operasi (ULO) sekaligus
perolehan lisensi operasional untuk layanan Fixed Wireless Access (FWA) “IRA – Internet Rakyat”
berbasis pita frekuensi 1,4 GHz. Dengan capaian ini, layanan IRA dinyatakan siap untuk segera
diluncurkan dan dioperasikan secara komersial.
Keberhasilan ULO dan perolehan perijinan menjadi key milestone strategis PT Telemedia Komunikasi
Pratama yang menandai kesiapan penuh Perusahaan untuk segera menghadirkan layanan FWA berbasis pita
frekuensi 1,4 GHz pertama di dunia secara komersial karena telah memenuhi seluruh persyaratan teknis,
operasional, dan regulasi. Capaian ini menjadi tonggak penting dalam pengembangan layanan akses internet
nirkabel tetap yang inovatif, inklusif, dan berkelanjutan di Indonesia.
Pelaksanaan ULO yang telah diselesaikan dengan hasil memuaskan ini merupakan kelanjutan dari
keberhasilan PT Telemedia Komunikasi Pratama dalam memenangkan lelang pita frekuensi 1,4 GHz
pada Oktober 2025. Dalam proses ULO, dilakukan pengujian menyeluruh yang mencakup performa
jaringan, stabilitas dan kualitas koneksi, keandalan sistem, serta kesiapan infrastruktur pendukung
layanan. Hasil uji kecepatan yang dilakukan menggunakan perangkat laptop maupun ponsel menunjukkan
bahwa produk layanan “IRA – Internet Rakyat” mampu melampaui standar kecepatan unduh minimum
yang ditetapkan oleh KOMDIGI, yaitu up-to 100 Mbps. Seluruh rangkaian pengujian telah membuktikan
bahwa produk layanan yang diberikan memenuhi standar kualitas layanan, keandalan jaringan, serta
ketentuan regulator yang berlaku, sehingga secara resmi memperoleh lisensi operasional.
Pemanfaatan pita frekuensi 1,4 GHz kualis pada layanan FWA ini akan menjadikan produk layanan “IRA –
Internet Rakyat” sebagai implementasi komersial pertama di dunia yang menggunakan pita frekuensi
tersebut. Inovasi ini membuka ekosistem baru dalam pengembangan layanan FWA global. Secara
karakteristik, pita frekuensi 1,4 GHz menawarkan penetrasi indoor signal yang kuat, jangkauan yang
luas, kualitas koneksi yang stabil, serta efisiensi biaya dan jaringan yang optimal, sehingga sangat

Successful Completion of Operational Feasibility Test (ULO) and Licensing
PT Telemedia Komunikasi Pratama Ready to Launch “IRA – Internet Rakyat,” the
World’s First Commercial FWA Service Operating on the 1.4 GHz Frequency Band
Jakarta, January 27, 2026 – PT Telemedia Komunikasi Pratama, a subsidiary of PT Solusi Sinergi
Digital Tbk (SURGE), has officially announced the successful completion of the Operational Feasibility
Test (Uji Laik Operasi or ULO) and the acquisition of an operational license for its Fixed Wireless
Access (FWA) service, “IRA – Internet Rakyat,” operating on the 1.4 GHz frequency band. With this
achievement, the IRA service is declared ready for immediate commercial launch and operation.
The successful completion of the ULO and the granting of the operational license represent a key strategic
milestone for PT Telemedia Komunikasi Pratama, signifying the Company’s full readiness to
commercially deploy the world’s first FWA service utilizing the 1.4 GHz frequency band. This
achievement confirms that the service has fulfilled all technical, operational, and regulatory requirements
and marks an important step forward in the development of innovative, inclusive, and sustainable fixed
wireless internet access services in Indonesia.
The ULO was conducted following PT Telemedia Komunikasi Pratama’s success in winning the 1.4 GHz
frequency band auction in October 2025. The testing process involved comprehensive evaluations of
network performance, connection stability and quality, system reliability, and the readiness of supporting
infrastructure. Speed tests conducted using both laptop and mobile devices demonstrated that the “IRA –
Internet Rakyat” service exceeded the minimum download speed standard set by KOMDIGI, reaching up
to 100 Mbps. The full series of tests confirmed that the service meets the required standards for service
quality, network reliability, and applicable regulatory provisions, thereby officially securing its
operational license.
The utilization of the 1.4 GHz frequency band in this FWA service positions “IRA – Internet Rakyat” as the
world’s first commercial implementation of FWA using this spectrum, opening a new ecosystem in the
global development of FWA services. In terms of its characteristics, the 1.4 GHz frequency band offers
strong indoor signal penetration, wide coverage, stable connection quality, optimal cost and
network efficiency. These attributes make it highly suitable for expanding affordable internet access in
densely populated residential areas, particularly in regions with limited fixed-line infrastructure.
