Uraian Informasi atau Fakta Material Klarifikasi atas kebenaran pemberitaan media massa
mengenai gugatan?
PT Tempo Inti Media Tbk (Perseroan) menyampaikan bahwa
Menteri Pertanian Republik Indonesia telah mengajukan
gugatan perdata atas dasar Perbuatan Melawan Hukum pada
1 Juli 2025 terhadap Perseroan di Pengadilan Negeri Jakarta
Selatan. Gugatan tersebut dilakukan melalui kuasa hukum.
Menteri Pertanian Republik Indonesia menuntut ganti rugi
imaterial sebesar Rp 200.000.000.000 dan ganti rugi material
sebesar Rp 19.173.000, menuntut Tempo meminta maaf
kepada Kementerian Pertanian Republik Indonesia secara
terbuka minimal di 10 media nasional mainstream selama 30
hari berturut-turut, serta membayar uang paksa (dwangsom)
sebesar Rp 1.000.000 setiap hari keterlambatan.
Latar belakang yang menyebabkan terjadinya perkara hukum
dimaksud?
Gugatan ini dilatarbelakangi oleh unggahan poster dan motion
graphic di akun media sosial X dan Instagram milik Tempo.co
yang dikelola oleh cucu perusahaan Perseroan, yaitu PT Info
Media Digital, selaku pengelola produk digital Tempo, pada 16
Mei 2025 dengan judul "Poles-Poles Beras Busuk". Poster dan
motion graphic tersebut berkaitan dengan artikel berita
berjudul "Risiko Bulog Setelah Cetak Rekor Cadangan Beras
Sepanjang Sejarah" yang tayang di Tempo pada hari yang
sama.
Ketua Kelompok Substansi Strategi Komunikasi dan Isu Biro
Komunikasi dan Layanan Informasi Kementerian Pertanian RI,
Wahyu Indarto, mengadukan poster dan motion graphic
tersebut kepada Dewan Pers pada 19 Mei 2025.
Pada 4 Juni 2025, upaya penyelesaian dimulai dengan
mediasi antara Wahyu Indarto dan Tempo secara daring
dengan Dewan Pers. Ia menyoal kata "busuk" pada judul
tersebut. Pengadu tidak sepakat terhadap hasil mediasi
sehingga Dewan Pers menyatakan mediasi gagal dan akan
melakukan rapat pleno untuk menuangkan Pernyataan
Penilaian dan Rekomendasi yang bersifat final dan harus
ditindaklanjuti oleh kedua belah pihak sesuai Peraturan Dewan
Pers Nomor 03/Peraturan-DP/VII/2017 tentang Prosedur
Pengaduan ke Dewan Pers.
Pada tahap ini, Dewan Pers menerbitkan Pernyataan
Penilaian dan Rekomendasi (PPR) Nomor 3/PPR-DP/VI/2025
tentang Pengaduan Wahyu Indarto terhadap Media Tempo.co
tertanggal 17 Juni 2025. Dalam PPR tersebut, Dewan Pers
merekomendasikan Tempo memperbaiki judul poster dalam
waktu 2 x 24 jam setelah menerima PPR, memoderasi
komentar poster edisi 16 Mei 2025, memuat catatan poster
disertai permintaan maaf kepada pengadu dan masyarakat,
serta melaporkan pelaksanaan PPR kepada Dewan Pers.
Setelah menerima salinan PPR tersebut pada 18 Juni 2025,
keesokan harinya redaksi Tempo segera melaksanakan
seluruh rekomendasi. Tempo mengganti judul poster dan
motion graphic menjadi "Main Serap Gabah Rusak" baik di
media sosial maupun web pada 19 Juni 2025, kemudian

memoderasi komentar dengan menghapus unggahan poster dan motion graphic tersebut. Tempo juga mencantumkan catatan pada poster dan motion graphic yang telah diperbaiki berupa pernyataan bahwa materi awal dinilai melanggar Kode Etik Jurnalistik oleh Dewan Pers, disertai permintaan maaf kepada pengadu dan masyarakat pembaca. Tempo kemudian melapor kepada Dewan Pers mengenai perbaikan yang telah dilakukan sesuai ketentuan. Instagram: https://www.instagram.com/p/DLElagFvzmJ X (Twitter): https://x.com/tempodotco/status/1935580599328371046 Namun pada 1 Juli 2025, Menteri Pertanian Republik Indonesia, Amran Sulaiman, mengajukan gugatan perdata atas dasar Perbuatan Melawan Hukum terhadap Perseroan di Pengadilan Negeri Jakarta Selatan. Dalam gugatannya, Menteri Pertanian mendalilkan bahwa Perseroan tidak melaksanakan seluruh poin rekomendasi Dewan Pers. Sebagaimana diamanatkan oleh Pengadilan Negeri Jakarta Selatan, Perseroan dan Menteri Pertanian Republik Indonesia harus menempuh proses mediasi terlebih dahulu. Mediasi dipimpin oleh mediator independen yang ditunjuk pengadilan dan dilaksanakan sebanyak lima kali, mulai 7 Agustus 2025 hingga 4 September 2025. Perseroan juga menyampaikan proposal perdamaian berupa hak jawab kepada Menteri Pertanian. Namun pada sesi mediasi terakhir, Menteri Pertanian menolak proposal tersebut, sehingga mediator menutup proses mediasi dengan kesimpulan bahwa rekonsiliasi tidak tercapai.

karena nilai tuntutan yang diajukan Penggugat masih bersifat
klaim sepihak.
Perkembangan terkini atas permasalahan hukum dimaksud?
Majelis Hakim Pengadilan Negeri Jakarta Selatan dijadwalkan
menjatuhkan putusan sela pada Senin, 17 November 2025,
yang akan menentukan apakah gugatan Perbuatan Melawan
Hukum layak dilanjutkan ke tahap pembuktian atau dinyatakan
tidak dapat diterima (niet ontvankelijk verklaard).
Di luar jalur pengadilan, Dewan Pers akan menggelar mediasi
khusus dalam waktu dekat antara Perseroan dan Menteri
Pertanian Amran Sulaiman.
Upaya yang telah dan akan dilakukan Perseroan sehubungan
dengan permasalahan hukum dimaksud?
Perseroan telah menunjuk Lembaga Bantuan Hukum (LBH)
Pers selaku kuasa hukum utama didukung koalisi advokat dan
organisasi pers nasional untuk menghadapi permasalahan
hukum dimaksud. Secara paralel, Perseroan kembali
menawarkan hak jawab kepada Menteri Pertanian.

mempengaruhi kelangsungan hidup perusahaan serta dapat

Description of Material Information or Clarification on the accuracy of media reports regarding the
Facts lawsuit?
PT Tempo Inti Media Tbk Perseroan states that the Minister of
Agriculture of the Republic of Indonesia filed a civil lawsuit
based on Unlawful Conduct on 1 July 2025 against the
Perseroan at the South Jakarta District Court. The lawsuit was
submitted through legal counsel.
The Minister of Agriculture of the Republic of Indonesia is
seeking immaterial damages amounting to IDR
200.000.000.000 and material damages amounting to IDR
19.173.000 and demands that Tempo issue a public apology
to the Ministry of Agriculture of the Republic of Indonesia in at
least ten mainstream national media outlets for thirty
consecutive days and pay a coercive fine dwangsom of IDR
1000000 for each day of delay.
Background of the legal proceeding?
The lawsuit stems from the posting of a poster and motion
graphic on the X and Instagram social media accounts of
Tempo co which are managed by the Perseroans subsidiary
PT Info Media Digital as the operator of Tempos digital
products on 16 May 2025 with the title Poles Poles Beras
Busuk. The poster and motion graphic were related to a news
article titled Risiko Bulog Setelah Cetak Rekor Cadangan
Beras Sepanjang Sejarah published on the same day.
Wahyu Indarto Head of the Communication Strategy and
Issues Subdivision at the Bureau of Communications and
Information Services of the Ministry of Agriculture filed a
complaint regarding the poster and motion graphic to the
Press Council on 19 May 2025.
On 4 June 2025 the resolution process began with an online
mediation session between Wahyu Indarto and Tempo
facilitated by the Press Council. The complainant objected to
the use of the word busuk in the title. As the complainant did
not accept the mediation outcome the Press Council declared
the mediation unsuccessful and proceeded to issue an
Assessment and Recommendation Statement PPR which is
final and must be followed up by both parties in accordance
with Press Council Regulation Number 03 Peraturan DP VII
2017 on complaint procedures.
At this stage the Press Council issued PPR Number 3 PPR DP
VI 2025 dated 17 June 2025 concerning the complaint of
Wahyu Indarto against Tempo co. The PPR recommended
that Tempo revise the poster title within 2 x 24 hours after
receiving the PPR moderate comments on the 16 May 2025
poster publish a note accompanied by an apology to the
complainant and the public and report the implementation of
the PPR to the Press Council.
After receiving the PPR on 18 June 2025 Tempos editorial
team immediately implemented all recommendations. Tempo
changed the title of the poster and motion graphic to Main
Serap Gabah Rusak across social media and the website on
19 June 2025 and moderated comments by removing the
original posts.
Tempo also included a note on the revised poster and motion

graphic stating that the original material was deemed to violate the Journalistic Code of Ethics by the Press Council accompanied by an apology to the complainant and the readership. Tempo then reported the corrective actions to the Press Council. Instagram https www instagram com p DLElagFvzmJ X Twitter https x com tempodotco status 1935580599328371046 However on 1 July 2025 the Minister of Agriculture of the Republic of Indonesia Amran Sulaiman filed a civil lawsuit based on Unlawful Conduct against the Perseroan at the South Jakarta District Court. In his lawsuit the Minister alleged that the Perseroan had not implemented all points of the Press Councils recommendations. As mandated by the South Jakarta District Court the Perseroan and the Minister of Agriculture were required to undergo mediation as an initial step. The mediation was led by an independent mediator appointed by the court and conducted over five sessions between 7 August 2025 and 4 September 2025. The Perseroan also submitted a settlement proposal offering the right of reply to the Minister of Agriculture. However during the final mediation session the Minister rejected the proposal leading the mediator to conclude that reconciliation was not achieved.

Latest Developments on the Legal Proceedings?
The Panel of Judges at the South Jakarta District Court is
scheduled to issue an interlocutory decision on Monday 17
November 2025 which will determine whether the Unlawful
Conduct lawsuit will proceed to the evidentiary stage or be
declared inadmissible niet ontvankelijk verklaard.
Outside the court process the Press Council will conduct a
special mediation session in the near future between the
Company and the Minister of Agriculture Amran Sulaiman.
Actions Taken and To Be Taken by the Company Regarding
the Legal Proceedings?
The Company has appointed Lembaga Bantuan Hukum LBH
Pers as its lead legal counsel supported by a coalition of
advocates and national press organizations to address the
legal proceedings. In parallel the Company has again offered
the right of reply to the Minister of Agriculture.
