Towards Chemical Industry Self-Sufficiency, Chandra Asri Group
Achieves 33% Progress in Chlor Alkali and Ethylene Dichloride Plant
Development
Jakarta, September 8th, 2025 – PT Chandra Asri Pacific Tbk (Chandra Asri Group), a
leading energy, chemicals, and infrastructure solutions provider in Southeast Asia,
announced that construction progress has reached 33% on its world-scale Chlor
Alkali and Ethylene Dichloride (CA-EDC) Plant located in Cilegon, Banten. The plant
will be operated by PT Chandra Asri Alkali (CAA), a subsidiary of Chandra Asri Group.
The progress includes land leveling, soil compaction, and preparation for jetty
construction, which will facilitate the smooth distribution of products to meet both domestic
and Southeast Asian market demand. These steps provide an important foundation for
the continuation of the plant’s development. The next phase will cover foundation works,
building structures, as well as installation of equipment and supporting infrastructure.

according to plan to drive Indonesia’s chemical industry independence. The achievement
of this initial phase of construction lays a critical foundation while reaffirming our
commitment to supporting the national down streaming program. With the presence of
the CA-EDC Plant, we aim to strengthen Indonesia’s position in the Southeast Asian
market while creating sustainable economic value for the nation.”
The project is currently in its first phase, which includes construction of facilities with a
production capacity of 400,000 tons of solid caustic soda per year (equivalent to
827,000 tons in liquid form) and 500,000 tons of Ethylene Dichloride. The presence of
the CA-EDC Plant is expected to reduce Indonesia’s reliance on imports of these two
strategic chemicals, promote industrial self-sufficiency, and reinforce national down
streaming efforts.
The second phase will focus on expanding Chlor Alkali production capacity and
developing chlorine-based downstream products. A feasibility study is currently underway
to evaluate further downstreaming opportunities that could create greater added value,
improve efficiency, and strengthen the domestic chemical industry value chain.
From an economic perspective, Ethylene Dichloride production is targeted at the export
market, with the potential to generate up to IDR 5 trillion in foreign exchange annually. In

addition, the substitution of caustic soda import is projected to save up to IDR 4.9 trillion
per year.
Furthermore, the CA-EDC Plant will support the availability of critical raw materials for
various national industries, including water treatment, soap and detergent manufacturing,
alumina refining and nickel processing. By strengthening local supply chains and
expanding export capacity, this development is expected to drive sustainable
industrialization while enhancing Indonesia’s global competitiveness.
