Chandra Asri Group to Build CA-EDC Plant, Creating
3,250 New Jobs
Jakarta, March 19, 2025 – PT Chandra Asri Pacific Tbk (Chandra Asri Group) is currently
constructing a world-class Chlor Alkali – Ethylene Dichloride (CA-EDC) Plant in Cilegon, Banten.
This plant is expected to generate 3,000 job opportunities during its construction phase and 250
workers more once it becomes operational.
This IDR 15 trillion project will be managed by the company's subsidiary, PT Chandra Asri Alkali
(CAA), with completion targeted for 2027. The Indonesian government has designated the CA-
EDC Plant as a National Strategic Project (PSN), and it is expected to significantly contribute to
sustainable economic growth.

In line with the Company’s commitment as a Growth Partner, the construction of the CA-EDC
Plant, Chandra Asri Group supports the Government’s Asta Cita goals, particularly in job creation
and industrial downstream development, while also contributing to Indonesia’s targeted of 8%
economic growth.
The CA-EDC Plant will have a production capacity of 400,000 tons per year for solid caustic soda,
or 827,000 tons in liquid form, as well as 500,000 tons per year of Ethylene Dichloride (EDC).
With this plant’s presence, Indonesia’s reliance on Chlor Alkali imports will be reduced by up to
IDR 4.9 trillion per year, while all EDC produced will be exported, potentially increasing the
country’s foreign exchange earnings by up to IDR 5 trillion per year.
As a raw material for other industries, the CA-EDC Plant’s products have strong forward linkages
and generate a significant multiplier effect for downstream industries. This not only contributes to
job creation in the downstream sector but also supporting the availability of raw materials for
domestic downstream industries.
Chlor Alkali, or caustic soda, is essential for industrial water treatment, soap & detergent
production, and alumina processing. It is also used in nickel refining, helping Indonesia strengthen
its position in the global electric vehicle value chain. Ethylene Dichloride (EDC) is a chemical with
growing regional demand, as it serves as key raw material for producing Polyvinyl Chloride (PVC),
an essential component in the construction industry.
Meanwhile, caustic soda also plays a crucial role in the pulp and paper industry, supporting the
production of high-quality products. In pulp production, bleaching, and de-inking processes,
caustic soda helps break down lignin, remove impurities, and enhance paper quality.

To bring this project to fruition, Chandra Asri Group has allocated a capital expenditure of USD
350-400 million, or approximately IDR 5.5-6.3 trillion, for 2025. This investment is part of the
company's long-term organic growth strategy to strengthen the national chemical industry supply
chain.
