     Strengthening the Foundation of National Downstreaming, Elnusa Develops
           Digital Driven Strategic Energy Infrastructure in East Kalimantan
Jakarta, June 19, 2026 – Amid the acceleration of the downstreaming agenda and the development of new economic growth centers continuously promoted
by the government, the need for reliable energy infrastructure has become increasingly critical. In response to this demand, PT Elnusa Tbk (IDX: ELSA), an
integrated energy services company within Pertamina’s Upstream Subholding, is taking on a strategic role as the developer of the Palaran Integrated Terminal
in East Kalimantan.

This project is part of three national fuel (BBM) operational tank developments included in the 13 Strategic Downstreaming Projects Phase II, valued at IDR 116
trillion, whose groundbreaking ceremony was officiated directly by the President of the Republic of Indonesia in April 2026. The project will be managed by
PT Pertamina Patra Niaga as part of efforts to strengthen national energy security and distribution.

The Palaran Integrated Terminal is designed as a modern energy infrastructure that will reinforce the energy supply chain in East Kalimantan, including supporting
energy demands in buffer zones of the Nusantara Capital City (IKN). The facility comprises the construction of 12 fuel storage tanks with a total capacity of
37,500 kiloliters, a jetty with a capacity of 7,500 DWT, an integrated piping system, truck loading facilities, and various supporting operational and high-
standard safety facilities. Together with terminals in Biak and Maumere, this project will enhance national fuel storage capacity and improve the reliability of
energy distribution, particularly in Eastern Indonesia.

This project also demonstrates Elnusa’s capability in delivering integrated Engineering, Procurement, and Construction (EPC) services for national strategic energy
infrastructure. In collaboration with PT Pamitra Jaya Konstruksi in a consortium, Elnusa serves as the lead contractor overseeing all project phases from engineering
and process safety, procurement of strategic materials, and multidisciplinary construction, to commissioning and facility certification.

Elnusa’s Director of Operations, Andri Haribowo, stated that the Palaran Integrated Terminal reflects Elnusa’s transformation into an integrated energy solutions
provider that not only excels in upstream oil and gas services but is also strengthening its role in national energy infrastructure development.

“This project is tangible proof of Elnusa’s ability to integrate engineering, construction, digital technology, and HSSE competencies to deliver reliable and
sustainable energy infrastructure. The presence of the Palaran Integrated Terminal will not only strengthen energy distribution in East Kalimantan, but also serve
as a key enabler for industrial development, downstreaming, and regional economic growth, including supporting the IKN ecosystem,” said Andri.

To enhance operational efficiency and reliability, the project implements various modern digital technologies such as a Terminal Automation System (TAS),
automated tank gauging, in-line biodiesel blending, digital metering systems, and integrated safety systems. These technologies enable more accurate, efficient,
safe, and transparent terminal management, thereby improving the effectiveness of sustainable energy distribution.

The terminal will also be connected to a broader energy distribution network through integration with the Balikpapan–Samarinda pipeline, jetty facilities, and
truck loading systems, enhancing the flexibility and efficiency of the regional energy supply chain. This integration is expected to support growing energy
demand alongside increasing industrial activities and investments in East Kalimantan.

Elnusa also applies sustainability principles in project execution through strengthened HSSE practices, environmental management, the use of operational electric
vehicles, and the empowerment of local workforce and service providers. This approach reflects Elnusa’s commitment to developing energy infrastructure that is
not only operationally reliable but also delivers economic and social value to surrounding communities.
