Supporting Local Communities to Strengthen Food Security and
Achieve Sustainable Economy, Elnusa Launches the “Si Manis” CSR
Program in Sapa Village, South Minahasa
South Minahasa, November 29, 2024 – PT Elnusa Tbk (ELSA), through its subsidiary PT Elnusa Petrofin (EPN), officially launched the “Si
Manis” (Sapi Ternak Sapa Maju dan Laris) CSR program, a communal cattle pen facility aimed at supporting the productivity of the
community in West Sapa Village, Tenga District, South Minahasa. This initiative reflects Elnusa’s commitment to creating a multiplier effect
by strengthening food security, supporting a sustainable economy, and ensuring safe and productive livestock management within its Ring
1 operational area.
This CSR program coincided with a Management Walk Through (MWT) event aimed at ensuring Operational Excellence at the TLPG
Amurang facility, particularly in preparation for the Christmas and New Year holidays. The program was inaugurated on Friday, November
29, 2024, in West Sapa Village, Tenga District, South Minahasa. Attendees included Elnusa’s President Commissioner Eko Ariantoro,
President Director Bachtiar Soeria Atmaja, Corporate Secretary Frida Lidwina, President Director of Elnusa Petrofin Doni Indrawan, Tenga
Subdistrict Head Sonny H. Sagai, the Village Head of West Sapa, as well as representatives from the local military and police forces.
Previously, cattle raising was conducted in open fields or vacant lands, which exposed livestock to risks such as theft and death. The
communal cattle pen now enables safer, structured, and more productive livestock management.
EPN's Corporate Communication & Relations Manager, Putiarsa Bagus Wibowo, stated that the Si Manis communal pen is more than just
a facility for cattle raising; it serves as a role model for a communal-based livestock management system. This program is designed to
support the village's economic sustainability through modern and eco-friendly practices.
“The management of this pen has been entrusted to the West Sapa Village-Owned Enterprise (BUMDes) and will be operated by the Si
Manis Livestock Group to maximize its economic potential. In addition to focusing on cattle rearing and breeding, BUMDes will also offer
cattle fattening services for residents who wish to house their livestock,” Putiarsa explained.
He further stated that the community would receive training and assistance in producing high-protein concentrate feed, which is more
effective for cattle fattening compared to the traditional grass-feeding method.
Future development of the program incorporates a Smart Farming concept, utilizing technology to monitor livestock conditions and pen
security remotely. “Looking ahead, we aim to integrate solar panels to meet eco-friendly energy needs, such as lighting, CCTV, and water
jet pumps for pen sanitation. Additionally, livestock waste will be processed into compost fertilizer that farmers in the village can use to
boost agricultural productivity,” Putiarsa added.
Elnusa Petrofin’s President Director, Doni Indrawan, expressed his pride in the collaboration between the company, the government, and
the community. “Si Manis is not merely a facility; it is a symbol of transformation to improve the quality of life for the communities around
the company, especially in West Sapa Village.

“Through this Petrofin Peduli CSR Program, we firmly believe that the welfare of surrounding communities is an integral part of our business sustainability. We hope this pen serves as the beginning of significant improvements in livestock management practices that are more innovative, sustainable, and beneficial to the community,” he said. This CSR initiative supports the achievement of the Sustainable Development Goals (SDGs), particularly Goal 8, which emphasizes promoting inclusive and sustainable economic growth, productive employment, and decent work for all, while aligning with the Social Aspect of the company’s ESG framework. Tenga Subdistrict Head, Sonny H. Sagai, expressed his appreciation for the Si Manis communal pen, recognizing it as a tangible effort to improve the welfare of the village community. “This pen demonstrates that collaboration between the company and the village government can result in solutions that directly benefit the community. I believe this initiative will have a positive impact on the economic growth and quality of life of West Sapa’s residents,” he remarked. EPN has been actively contributing to South Minahasa through various innovative CSR programs, including the ASIAP Village Waste Transport Fleet in Sapa Raya, Clean and Healthy Living Behavior Campaigns at SD Inpres, GPS assistance for West Sapa Village fishermen, and several other initiatives that have benefited 2,589 recipients. The Si Manis initiative is expected to become a new economic hub that not only benefits cattle farmers but also brings widespread advantages to the West Sapa Village community. By integrating modern technology and eco-friendly approaches, the pen is projected to serve as an innovative model for sustainable communal livestock management.
