Sudirman Kav. 52-53 Jakarta 12190 Perihal : Tanggapan atas Permintaan Penjelasan terkait Rencana Penerbitan Peraturan Pemerintah (PP) Tata Kelola Ekspor SDA Response to Reguest for Explanation regarding the Plan for the Issuance of Government Regulation on Natural Resources Export Governance Dengan hormat, Dear Sir/Madam, Menanggapi surat PT Bursa Efek Indonesia (“Bursa”) perihal Permintaan Penjelasan atas rencana penerbitan Peraturan Pemerintah (PP) Tata Kelola Ekspor Sumber Daya Alam (“PP Tata Kelola Ekspor SDA”) serta rencana pembentukan Badan Usaha Milik Negara (BUMN) Khusus Ekspor sebagaimana diberitakan pada media massa Kompas tanggal 22 Mei 2026, bersama ini Perseroan menyampaikan penjelasan sebagai berikut: In response to the letter from PT Bursa Efek Indonesia (“IDX” or the “Exchange”) regarding the Reguesi for Explanation on the plan for the issuance of Government Regulation on Natural Resources Export Governance (“GR on Natural Resources Export Governance”) as well as the plan of the Government of Indonesia to establish a State-Owned Enterprise (SOE) for Export activities, as reported by Kompas on 22 May 2026, the Company hereby conveys the following explanation: 1. Perseroan merupakan perusahaan jasa kontraktor pertambangan dan bukan merupakan pelaku usaha ekspor, pemilik Izin Usaha Pertambangan (“TUP”), maupun pemilik fasilitas pengolahan dan/atau pemurnian (smelter). Oleh karena itu, sampai dengan tanggal surat ini Perseroan menilai bahwa rencana penerbitan PP Tata Kelola Ekspor SDA dimaksud belum memberikan dampak langsung terhadap kegiatan usaha Perseroan. The Company is a mining contractor service company and is not an exporter. holder of Mining Business License (“IUP”), nor owner af processing and/or refining facilities (smelters). Therefore, as Of the date af this letter, Ihe Company believes that the planned issuance of ihe GR on Natural Resources Export Governance has not yet caused any direct impact on the Company 5 business activities. Perseroan senantiasa memantau perkembangan kebijakan Pemerintah dimaksud serta melakukan kajian internal terhadap potensi dampak tidak langsung yang mungkin timbul terhadap kegiatan usaha Perseroan, khususnya apabila kebijakan tersebut mempengaruhi kegiatan usaha pelaku usaha ekspor, pemilik IUP, maupun pihak pengelola fasilitas pengolahan dan/atau pemurnian yang menjadi bagian dari rantai pasok industri pertambangan. The Company continuously monitors the development of such Government policy and conducts internal assessments on potential indirect impacts that may arise on the Company business activities, particularly if such policy affects exporters, IUP holders, and operators of processing and/or refining Jacilities forming part of the nickel industry supply chain. 2. Sehubungan dengan potensi dampak atas rencana kebijakan tersebut terhadap Perseroan, dapat kami sampaikan hal-hal sebagai berikut: With respect to the potential impact of such policy plan on the Company, we hereby convey the following:

Dampak terhadap kelangsungan usaha Perseroan Impact on the Company $ business continuity Sampai dengan tanggal surat ini, Perseroan belum melihat adanya dampak langsung terhadap kelangsungan usaha Perseroan. As of the date of this letter, the Company has not identified any direct impact yet on the Company s business continuity. Namun demikian, Perseroan tidak dapat mengesampingkan kemungkinan adanya dampak tidak langsung apabila kebijakan tersebut mempengaruhi kegiatan usaha pemberi kerja atau mitra usaha Perseroan yang bergerak di bidang ekspor, pengolahan dan/atau pemurnian nikel. Nevertheless, the Company cannot rule out the possibility of indirect impacis should such policy affect the business activities af the Company 5 customers or business partners engaged in nickel export, processing, and/or refining activities. b. Dampak terhadap kegiatan operasional Perseroan Impact on the Company 5 operational activities Sampai dengan tanggal surat ini, kegiatan operasional Perseroan masih berjalan normal dan belum terdapat dampak langsung terhadap kegiatan operasional Perseroan. As of the date of this letter, the Company 5 operational activities continue to run normally and there has been no direct impact on the Company$ operations. Meskipun demikian, apabila di kemudian hari terdapat kebijakan dari pelaku usaha ekspor, pemilik TUP, maupun pihak pengelola fasilitas pengolahan dan/atau pemurnian yang terdampak langsung oleh penerapan peraturan dimaksud, maka hal tersebut berpotensi memberikan dampak tidak langsung terhadap kegiatan operasional Perseroan sebagai kontraktor pertambangan. However, should there be future policies implemented by exporters, IUP holders, and/or operators of processing and/or refining facilities directly affected by such regulation, such circumstances may potentially have indirect impacts on the Company5 operational activities as a mining contractor. c. Dampak terhadap kondisi keuangan Perseroan Impact on the Company 5 financial condition Sampai dengan tanggal surat ini, Perseroan belum dapat menentukan secara pasti dampak finansial yang mungkin timbul terhadap pendapatan, laba usaha, laba bersih, maupun arus kas Perseroan, As of the date af this letter, the Company is unable to determine with certainty the potential Jinancial impact on the Company revenue, operating profit, net profit, and cash flow. Namun demikian, apabila terjadi penurunan aktivitas usaha dari pemberi kerja atau mitra usaha Perseroan yang terdampak langsung oleh kebijakan tersebut, maka hal tersebut berpotensi memberikan dampak tidak langsung terhadap kinerja keuangan Perseroan. However, if there is a decline in business activities of the Company5 customers or business partners directly affected by such policy, such circumstances may potentially have indirect impacts on the Company 5 financial performance. d. As of this date, there has been no direct impact on the Company5 agreements with existing customers. Namun demikian, Perseroan tidak dapat mengesampingkan kemungkinan adanya penyesuaian kerja sama, termasuk potensi penghentian kontrak sebelum jangka waktu berakhir, apabila terdapat kebijakan atau kondisi tertentu dari pihak pemberi kerja maupun pelaku usaha terkait yang terdampak langsung oleh implementasi peraturan dimaksud. Nevertheless, the Company cannot rule out the possibility of adjustments to cooperation arrangemenis, including potential termination af contracts prior to their expiration dates, should there be policies or certain conditions from customers or related business actors directly affected by the implementation of such regulation. c. Dampak terhadap pemenuhan kewajiban maupun covenant dalam perjanjian pembiayaan Perseroan Impact on the fulfillment of obligations and covenanis under the Companys financing agreements Sampai dengan tanggal surat ini, Perseroan menilai belum terdapat dampak terhadap pemenuhan kewajiban maupun covenant dalam perjanjian pembiayaan Perseroan. As Of the date of this letter the Company believes Ihat there has been no impact on the Jilfillment of obligations or covenants under the Company 5 financing agreemenis. £ Risiko hukum, termasuk risiko wanprestasi kontrak Legal risks, including the risk of contractual default Sampai dengan tanggal surat ini belum terdapat risiko hukum maupun potensi wanprestasi kontrak yang bersifat material terhadap Perseroan. As of the date of this letter, there have been no material legal risks or potential contractual defaults affecring the Company. Namun demikian, dalam kondisi tertentu Perseroan tidak dapat mengesampingkan kemungkinan adanya klaim atau penyelesaian kontrak lebih awal oleh pihak tertentu apabila implementasi kebijakan dimaksud mengakibatkan perubahan material terhadap kegiatan usaha para pihak, termasuk apabila terdapat penafsiran force majeure berdasarkan ketentuan dalam masing-masing perjanjian. However, under certain circumstances, the Company cannot rule out the possibility of claims or early contract termination by certain parties should the implementation of such policy result in material changes to the business activities of the relevant parties, including interpretations af force majeure provisions under respective agreements. &. Dampak lainnya Other impacts Tidak terdapat dampak material lainnya yang dapat disampaikan oleh Perseroan sampai dengan tanggal surat ini. Dalam rangka mitigasi terhadap potensi perubahan kebijakan Pemerintah tersebut, Perseroan akan terus melakukan pemantauan terhadap perkembangan regulasi, melakukan kajian internal, serta mengevaluasi strategi usaha dan operasional Perseroan sesuai kebutuhan. Sampai dengan saat ini, Perseroan belum memiliki rencana tindakan korporasi khusus terkait rencana kebijakan dimaksud. Adapun lini masa (timeline) penyesuaian akan mengikuti perkembangan dan implementasi resmi dari Pemerintah. In order to mitigate the potential impact of such Government policy changes, the Company will continue to monitor regulatory developments, conduct internal assessments, and evaluate its business and operational strategies as necessary. As of this date, Ihe Company does not yet have any specific corporate action plan related to such policy plan. The adjustment timeline, if any, will follow the Official developmenis and implementation by the Government. Perseroan akan senantiasa mematuhi ketentuan peraturan perundang-undangan yang berlaku serta menyampaikan keterbukaan informasi sesuai ketentuan Otoritas Jasa Keuangan dan Bursa Efek Indonesia apabila terdapat perkembangan material terkait hal tersebut. The Company will continue to comply with the prevailing laws and regulations and will disclose any material information in accordance with the regulations of the Financial Services Authority and the Indonesia Stock Exchange should there be any material developments related to this matter.
