Credit Ratings                                                  PEFINDO has lowered the rating for PT Pembangunan Perumahan (Persero) Tbk
General Obligation (GO)            idBB/C.W.Negative            (PTPP) to idBB with CreditWatch with Negative Implications from previously idBBB+. At
SR Bond III                                            idBB     the same time, we also lowered the ratings of PTPP’s Shelf-Registered (SR) Sukuk I

                                                                We may revisit PTPP’s rating and outlook following the resolution of the RUPO.
                                                                Bondholders’ approval may trigger rating downgrade, as under PEFINDO’s rating
                                                                methodology, this amendment would be regarded as a distressed debt restructuring
                                                                undertaken to avoid a payment default. The rating may be lowered further if the
                                                                Company fails to resolve its RUPO proposal, as this would significantly increase the
                                                                risk that PTPP will fail to make its coupon payments in the near term.

                                                                Established in 1953, PTPP mainly engages in the engineering and construction
                                                                business segment while also expanding into the property, realty, and precast sectors,
                                                                heavy equipment rental, and investment in energy and infrastructure-based assets.
                                                                As of September 30, 2025, its shareholders consisted of the State-Owned Enterprises
                                                                Regulatory Agency (Badan Pengaturan Badan Usaha Milik Negara) (0.51%), PT
                                                                Danantara Asset Management (50.49%), the Employees’ Cooperative (Kopkar)
                                                                (0.03%), and the public (48.74%).
