Uraian Informasi atau Fakta Material Sinergi dua Badan Usaha Milik Negara (BUMN) di sektor
energi, PT Pertamina (Persero) dan PT PLN (Persero), dalam
pengembangan energi panas bumi memasuki tahap baru.
Melalui afiliasinya, PT Pertamina Geothermal Energy Tbk
(PGE) (IDX: PGEO) yang berkonsorsium dengan PT PLN
Indonesia Power (PLN IP), resmi mencapai kesepakatan tarif
Listrik bersama PT PLN (Persero) untuk proyek Pembangkit
Listrik Tenaga Panas Bumi (PLTP) Ulubelu Bottoming Unit
berkapasitas 30 megawatt (MW).
Ulubelu Bottoming Unit merupakan proyek pembangkit listrik
panas bumi berbasis teknologi binary pertama yang
dikembangkan bersama oleh PGE dan PLN IP di wilayah kerja
eksisting PGE Ulubelu. Proyek ini memanfaatkan teknologi co-
generation untuk mengoptimalkan energi panas sisa,
sekaligus menjadi bagian dari tahapan pengadaan
Independent Power Producer (IPP) di PLN. Pengembangan ini
juga mendukung strategi PGE dalam mencapai target
kapasitas terpasang 1 gigawatt (GW) dalam dua hingga tiga
tahun ke depan.
Direktur Eksplorasi dan Pengembangan PT Pertamina
Geothermal Energy Tbk, Edwil Suzandi, mengatakan bahwa
kesepakatan tarif listrik ini menjadi langkah signifikan bagi
kerja sama antara PGE dan PLN IP tersebut yang akan
dilanjutkan dengan proses pendirian jv, pengadaan Epcc, dan
PPA yang percepatan prosesnya secara simultan akan
dilakukan di bulan Januari 2026 untuk mengejar target cod di
tahun 2027.
Transisi energi nasional perlu didorong secara konsisten
melalui optimalisasi pemanfaatan energi bersih dan andal
yang tersedia di dalam negeri. Sinergi PGE dengan PLN
Indonesia Power dalam pengembangan Ulubelu Bottoming
Unit diharapkan menjadi model yang dapat direplikasi di
proyek bottoming di wilayah kerja eksisting PGE lainnya,
seperti Lahendong di Sulawesi Utara dan Lumut Balai di
Sumatera Selatan. Ini merupakan kontribusi nyata PGE dalam
memperkuat ekosistem transisi energi sekaligus ketahanan
energi nasional, katanya.
Pada Agustus lalu, PT Pertamina (Persero) dan PT PLN
(Persero) menandatangani Nota Kesepahaman (MoU) terkait
pengembangan energi panas bumi di 19 proyek eksisting
dengan total kapasitas 530 MW. Sinergi tersebut difasilitasi
oleh Badan Pengelola Investasi Daya Anagata Nusantara (BPI
Danantara/Danantara Indonesia).
Seiring dengan akselerasi pengembangan pada proyek-proyek
eksisting tersebut, PGE dan PLN IP juga menyepakati
Perjanjian Komitmen Konsorsium untuk pengembangan PLTP
Ulubelu Bottoming Unit berkapasitas 30 MW serta PLTP
Lahendong Bottoming Unit 1 berkapasitas 15 MW. Kedua
proyek ini diharapkan dapat menambah kapasitas pembangkit
hingga total 45 MW melalui pemanfaatan teknologi yang lebih
optimal.
Secara keseluruhan, kerja sama ini membuka potensi
pengembangan tambahan kapasitas hingga 1.130 MW
dengan estimasi nilai investasi mencapai US$5,4 miliar.
Potensi tersebut berasal dari pengembangan di wilayah kerja
yang telah berproduksi, sekaligus membuka peluang di area-
area prospektif baru.

Sebagai pionir pengembangan energi panas bumi di Indonesia
dengan pengalaman lebih dari 40 tahun, PGE saat ini
mengelola kapasitas terpasang sebesar 727 MW dari enam
wilayah operasi (own operation). PGE juga tengah
mengembangkan sejumlah proyek strategis seperti PLTP
Hululais Unit 1 & 2 (110 MW), serta beberapa proyek co-
generation dengan total kapasitas 230 MW.

Description of Material Information or The synergy between two state-owned enterprises (SOEs) in
Facts the energy sector, PT Pertamina (Persero) and PT PLN
(Persero), in the development of geothermal energy has
entered a new phase. Through its affiliate, PT Pertamina
Geothermal Energy Tbk (PGE) (IDX: PGEO), in consortium
with PT PLN Indonesia Power (PLN IP), has officially reached
an agreement with PT PLN (Persero) on electricity tariffs for
the 30-megawatt (MW) Ulubelu Bottoming Unit geothermal
power plant project.
The Ulubelu Bottoming Unit is the first binary technology-
based geothermal power plant project jointly developed by
PGE and PLN IP in PGE Ulubelu's existing working area. This
project utilises co-generation technology to optimise residual
heat energy, while also forming part of the Independent Power
Producer (IPP) procurement phase at PLN. This development
also supports PGE's strategy to achieve its target installed
capacity of 1 gigawatt (GW) within the next two to three years.
Director of Exploration and Development at PT Pertamina
Geothermal Energy Tbk, Edwil Suzandi, said that this
electricity tariff agreement is a significant step for the
cooperation between PGE and PLN IP, which will be followed
by the establishment of a joint venture, EPC procurement, and
PPA, with the acceleration of the process to be carried out
simultaneously in January 2026 to meet the 2027 target.
The national energy transition needs to be consistently
promoted through the optimisation of clean and reliable energy
sources available domestically. The synergy between PGE
and PLN Indonesia Power in the development of the Ulubelu
Bottoming Unit is expected to become a model that can be
replicated in bottoming projects in other existing PGE working
areas, such as Lahendong in North Sulawesi and Lumut Balai
in South Sumatra. This is PGE's tangible contribution to
strengthening the energy transition ecosystem and national
energy security, he said.
Last August, PT Pertamina (Persero) and PT PLN (Persero)
signed a Memorandum of Understanding (MoU) regarding the
development of geothermal energy in 19 existing projects with
a total capacity of 530 MW. This synergy was facilitated by the
Anagata Nusantara Power Investment Management Agency
(BPI Danantara/Danantara Indonesia).
Along with the acceleration of development on these existing
projects, PGE and PLN IP also agreed on a Consortium
Commitment Agreement for the development of the 30 MW
Ulubelu Bottoming Unit PLTP and the 15 MW Lahendong
Bottoming Unit 1 PLTP. These two projects are expected to
increase power plant capacity by a total of 45 MW through the
use of more optimal technology.
Overall, this cooperation opens up the potential for additional
capacity development of up to 1,130 MW with an estimated
investment value of US$5.4 billion. This potential comes from
development in areas that are already in production, while also
opening up opportunities in new prospective areas.
As a pioneer in geothermal energy development in Indonesia
with over 40 years of experience, PGE currently manages an
installed capacity of 727 MW from six operational areas (own
operation). PGE is also developing a number of strategic

projects such as the Hululais Unit 1 & 2 Geothermal Power
Plant (110 MW), as well as several co-generation projects with
a total capacity of 230 MW.
