Uraian Informasi atau Fakta Material PT Pertamina Geothermal Energy Tbk (PGE) (IDX: PGEO)
memperkuat posisinya sebagai pemimpin dalam
pengembangan energi bersih nasional. Hal ini dibuktikan
dengan ditetapkannya empat proyek strategis panas bumi
PGE dalam Blue Book 2025 - 2029 oleh Kementerian
PPN/Bappenas. Penetapan ini merupakan hasil pengajuan
resmi PGE melalui PT Pertamina (Persero) yang menjadi
tonggak penting dalam mengembangkan potensi panas bumi
sebagai tulang punggung transisi energi nasional.
Empat proyek PGE yang masuk dalam Blue Book 2025-2029
diantaranya Lumut Balai Unit 3, Lumut Balai Unit 4, Gunung
Tiga/Ulubelu Extension I, serta Lahendong Unit 7 - 8 & Binary.
Total nilai investasi untuk keempat proyek ini mencapai lebih
dari USD 1,09 miliar. Realisasi proyek-proyek ini diproyeksikan
menambah 215 MW kapasitas listrik rendah emisi, yang
direncanakan beroperasi secara bertahap mulai tahun 2029
hingga 2032. Hal ini mempertegas komitmen dalam
pengembangan potensi 3 GW panas bumi Perseroan.
Keempat proyek ini berpotensi memperoleh pendanaan luar
negeri melalui skema indicative concessional loan dengan nilai
mencapai USD 613 juta, yang berpotensi berasal dari
sejumlah lembaga multilateral seperti World Bank, ADB, JBIC,
atau JICA.
Direktur Eksplorasi & Pengembangan PGE, Edwil Suzandi,
menyampaikan bahwa pendanaan ini merupakan langkah
konkret PGE dalam mendukung percepatan transisi energi
sekaligus memperkuat kontribusi perusahaan terhadap
swasembada energi.
Pengembangan proyek-proyek ini tidak hanya meningkatkan
bauran energi terbarukan nasional, tetapi juga menghadirkan
multiplier effects bagi masyarakat di sekitar wilayah operasi,
mulai dari penciptaan lapangan kerja baru hingga
bertumbuhnya aktivitas ekonomi lokal. PGE terus berkomitmen
meningkatkan ketahanan energi nasional melalui penyediaan
listrik bersih yang stabil, andal, dan berkelanjutan demi
mencapai target Net Zero Emission 2060, tegas Edwil
Suzandi.
Masing-masing proyek memiliki karakteristik serta peran
strategis yang berbeda dalam memperkuat portofolio panas
bumi nasional. Lumut Balai Unit 3 (Capex USD 305 juta) dan
Lumut Balai Unit 4 (Capex USD 290 juta) akan memperkokoh
klaster pengembangan panas bumi PGE di Sumatera Selatan.
Sementara itu, Gunung Tiga/Ulubelu Extension I (Capex USD
227 juta) akan menambah pasokan energi bersih di Provinsi
Lampung melalui penerapan teknologi two-phase binary yang
menawarkan efisiensi lebih tinggi. Di Sulawesi Utara, proyek
Lahendong Unit 7 - 8 & Binary (Capex USD 274 juta)
memperluas pengembangan panas bumi di salah satu wilayah
dengan potensi geothermal terbesar di Indonesia.
Selain memperkuat bauran energi terbarukan nasional,
proyek-proyek ini juga memberikan dampak ekonomi yang
signifikan. Melalui skema Subsidiary Loan Agreement (SLA),
yakni mekanisme pinjaman terusan dari salah satu lembaga
multilateral kepada Pemerintah Indonesia yang menawarkan
pembiayaan berbiaya rendah dan berjangka panjang,
kelayakan ekonomi proyek menjadi semakin kuat. Skema
pembiayaan ini berpotensi meningkatkan Internal Rate of
Return (IRR) proyek sebesar 1 - 3%, sehingga memberikan

nilai tambah bagi perusahaan sekaligus memastikan
keberlanjutan investasi jangka panjang.
Pada tahap selanjutnya, PGE akan memasuki proses
negosiasi dengan lembaga multilateral untuk memperoleh term
pendanaan paling optimal termasuk struktur pembiayaan,
tingkat suku bunga, tenor, serta persyaratan teknis dan
lingkungan. Upaya ini diharapkan dapat mempercepat proses
pembangunan proyek secara efektif dan berkelanjutan.
Langkah PGE tidak berhenti pada penetapan proyek-proyek
dalam Blue Book. Perseroan kini tengah menyusun readiness
criteria sebagai prasyarat untuk dapat masuk ke dalam Green
Book yang membuka akses penuh terhadap pendanaan luar
negeri. Proses ini dilakukan bersama PT Pertamina (Persero),
Kementerian PPN/Bappenas, dan Kementerian Keuangan
untuk memastikan seluruh aspek teknis, sosial, lingkungan,
dan finansial siap secara menyeluruh.
Melalui penetapan empat proyek dalam Blue Book dan
langkah lanjutan menuju Green Book, PGE menegaskan
komitmen untuk menjadikan Indonesia sebagai salah satu
pusat kekuatan energi hijau dunia. Dengan inovasi teknologi,
pemanfaatan sumber daya panas bumi yang berkelanjutan,
serta kolaborasi erat dengan berbagai pemangku kepentingan,
PGE akan terus menghadirkan energi bersih yang memberi
manfaat nyata bagi masyarakat sekaligus memperkuat
perekonomian nasional.

Description of Material Information or PT Pertamina Geothermal Energy Tbk (PGE) (IDX: PGEO)
Facts has strengthened its position as a leader in national clean
energy development. This is evidenced by the inclusion of four
of PGEs strategic geothermal projects in the 2025 - 2029 Blue
Book by the Ministry of National Development
Planning/Bappenas. This designation is the result of an official
submission by PGE through PT Pertamina (Persero), which is
an important milestone in developing the potential of
geothermal energy as the backbone of the national energy
transition.
The four PGE projects included in the 2025-2029 Blue Book
are Lumut Balai Unit 3, Lumut Balai Unit 4, Gunung
Tiga/Ulubelu Extension I, and Lahendong Unit 7-8 & Binary.
The total investment value for these four projects reaches
more than USD 1.09 billion. The realisation of these projects is
projected to add 215 MW of low-emission electricity capacity,
which is planned to operate in stages from 2029 to 2032. This
reinforces the commitment to developing the Companys 3 GW
geothermal potential.
These four projects have the potential to obtain foreign funding
through an indicative concessional loan scheme with a value
of up to USD 613 million, which could potentially come from a
number of multilateral institutions such as the World Bank,
ADB, JBIC, or JICA.
PGE Director of Exploration & Development, Edwil Suzandi,
said that this funding is a concrete step by PGE in supporting
the acceleration of energy transition while strengthening the
companys contribution to energy self-sufficiency.
The development of these projects will not only increase the
national renewable energy mix, but also bring multiplier effects
to the communities around the operational areas, ranging from
the creation of new jobs to the growth of local economic
activity. PGE remains committed to improving national energy
security through the provision of stable, reliable and
sustainable clean electricity in order to achieve the 2060 Net
Zero Emission target, said Edwil Suzandi.
Each project has different characteristics and strategic roles in
strengthening the national geothermal portfolio. Lumut Balai
Unit 3 (Capex USD 305 million) and Lumut Balai Unit 4 (Capex
USD 290 million) will strengthen PGEs geothermal
development cluster in South Sumatra. Meanwhile, Gunung
Tiga/Ulubelu Extension I (Capex USD 227 million) will increase
the supply of clean energy in Lampung Province through the
application of two-phase binary technology, which offers higher
efficiency. In North Sulawesi, the Lahendong Unit 7 - 8 &
Binary project (Capex USD 274 million) expands geothermal
development in one of the regions with the largest geothermal
potential in Indonesia.
In addition to strengthening the national renewable energy mix,
these projects also have a significant economic impact.
Through the Subsidiary Loan Agreement (SLA) scheme, a
mechanism for on-lending from a multilateral institution to the
Indonesian government that offers low-cost, long-term
financing, the economic viability of the projects is further
strengthened. This financing scheme has the potential to
increase the Internal Rate of Return (IRR) of the project by 1 -
3%, thereby providing added value to the company while

ensuring the sustainability of long-term investments.
In the next stage, PGE will enter into negotiations with
multilateral institutions to obtain the most optimal funding
terms, including financing structure, interest rates, tenors, and
technical and environmental requirements. This effort is
expected to accelerate the project development process in an
effective and sustainable manner.
PGEs efforts do not stop at the establishment of projects in the
Blue Book. The company is currently developing readiness
criteria as a prerequisite for inclusion in the Green Book, which
opens up full access to foreign funding. This process is being
carried out in collaboration with PT Pertamina (Persero), the
Ministry of National Development Planning/Bappenas, and the
Ministry of Finance to ensure that all technical, social,
environmental, and financial aspects are fully prepared.
Through the establishment of four projects in the Blue Book
and further steps towards the Green Book, PGE affirms its
commitment to making Indonesia one of the worlds green
energy powerhouses. With technological innovation,
sustainable use of geothermal resources, and close
collaboration with various stakeholders, PGE will continue to
provide clean energy that brings tangible benefits to the
community while strengthening the national economy.
