PP3/05-2026 dated 25 May 2026, addressed to PT Vale Indonesia Tbk (“PT Vale” or “Company') regarding the Reguest for Clarification conceming the planned issuance of a Government Regulation (PP) on the Governance of Natural Resource Exports. We hereby submit ihe reguested clarification, with the details set forth below: 1. Sehubungan dengan rencana Pemerintah terkait penerbitan PP Tata Kelola Ekspor Sumber Daya Alam, bagaimana Perseroan menyikapi rencana atas penerapan PP Tata Kelola Ekspor Sumber Daya Alam tersebut? / In light of the government's plan to issue a Government Regulation on the Management of Natural Resource Exports, how does the Company view the proposed implementation of this regulation? Tanggapan / Response: Perseroan memahami bahwa Pemerintah berencana menerbitkan Peraturan Pemerintah (“PP”) Tata Kelola Ekspor Sumber Daya Alam yang bertujuan untuk memperkuat tata kelola sektor sumber daya alam dan meningkatkan nilai tambah nasional, yang termasuk di dalamnya mencakup produk paduan besi (ferro alloy). Berdasarkan pemahaman Perseroan, saat ini tidak ada produk Perseroan yang masuk ke dalam kategori dan terdampak atas kebijakan tersebut. Namun demikian, Perseroan secara aktif terus mengikuti perkembangan PP Tata Kelola Ekspor Sumber Daya Alam yang dimaksud, termasuk peraturan turunannya dan akan melakukan kajian lebih lanjut setelah ketentuan dimaksud diterbitkan. / The Company understands that the Government plans to issue a Government Regulation (“GR”) on PT Vale Indonesia Tbk Jakarta: Seguis Tower. 20" Floor. Won the Governance of Natural Resource Exports, aimed at strengthening governance in the natural resource sector and increasing national value added, which includes ferroalloy products. Based on the Company's understanding, currently none of the Company's products fall under this category or are affected by this policy. However, the Company is actively monitoring developments regarding the aforementioned GR on the Governance of Natural Resource Exports, including its implementing regulations, and will conduct a further review once the relevant provisions are issued. Dalam hal terdapat pendapatan/penjualan ekspor dari Perseroan, agar disampaikan dampak yang dapat terjadi bagi Perseroan atas rencana tersebut, antara lain: a. Dampak terhadap kelangsungan usaha Perseroan. b. Dampak terhadap kegiatan operasional Perseroan. c. Dampak terhadap kondisi keuangan Perseroan, terutama dampak terhadap pendapatan, laba usaha, laba bersih dan arus kas Perseroan. d. Dampak terhadap perjanjian kerjasama dengan pelanggan eksisting Perseroan. e. Dampak terhadap pemenuhan kewajiban maupun covenant dalam perjanjian pembiayaan Perseroan, (jika ada). f. Risiko hukum, seperti risiko wanprestasi kontrak. 9g. Dampak lainnya (jika ada). In the event that the Company generates export revenue/sales, please describe the potential impact of the plan on the Company, including: a. Impact on the Company's business continuity. b. Impact on the Company's operational activities. c. Impact on the Company's financial condition, particularly the impact on the Company's revenue, operating profit, net profit, and cash flow. d. Impact on cooperation agreements with the Company's existing customers. e. Impact on the fulfillment of obligations and covenants under the Company's financing agreements (if any). f. Legal risks, such as the risk of breach of contract. 9. Other impacts (if any). Tanggapan / Response: Meskipun untuk saat ini tidak ada produk Perseroan yang masuk dalam kategori PP Tata Kelola Ekspor Sumber Daya Alam, namun Perseroan secara aktif terus mengikuti perkembangan PP Tata Kelola Ekspor Sumber Daya Alam yang dimaksud. Perseroan akan terus melakukan evaluasi apabila terdapat perkembangan lebih lanjut terkait substansi kebijakan tersebut. / Although none of the Company's products currently fall under the category of the Government Regulation on the Management of Natural. Resource Exports, the Company continues to actively monitor developments regarding said regulation. The Company will continue to assess the situation should there be further developments regarding the substance of the policy. Won Govemment's policy, including any corporate action plans to be implemented (if any), as well as the timeline for those plans. Tanggapan / Response: Perseroan akan terus memantau secara saksama perkembangan kebijakan tersebut, termasuk penerbitan PP beserta ketentuan dan/atau petunjuk pelaksanaannya, serta akan menyiapkan langkah-langkah yang diperlukan apabila diperlukan untuk memastikan kepatuhan, dengan tetap menjaga keberlangsungan usaha Perseroan dalam jangka panjang. / The Company will continue to closely monitor developments regarding this policy, including the issuance of the Government Regulation and its implementing regulations and/or guidelines, and will take the necessary steps, if reguired, to ensure compliance, while maintaining the Company's long-term business sustainability.
