Uraian Informasi atau Fakta Material Menjelang satu abad perjalanan panas bumi Indonesia, PT
Pertamina Geothermal Energy Tbk (PGE) (IDX: PGEO)
kembali menegaskan komitmennya dalam mengakselerasi
transisi energi guna memperkuat ketahanan energi dan
menciptakan nilai jangka panjang bagi masyarakat. Hal ini
diwujudkan dengan percepatan pengembangan PLTP Ulubelu
Bottoming Unit (BU) dan PLTP Lahendong BU, serta
penerimaan mandat survei potensi panas bumi di Cubadak
Panti, Sumatra Barat.
Hal ini tercapai dalam gelaran The 12th Indonesia International
Geothermal Convention & Exhibition (IIGCE) 2026 di Jakarta,
melalui penandatanganan 2 (dua) Letter of Intent (LoI) antara
PT PLN (Persero) dengan Konsorsium PGE dan PT PLN
Indonesia Power (PLN IP) untuk pengembangan PLTP
Ulubelu BU dan PLTP Lahendong BU, serta penyerahan Surat
Keputusan (SK) Menteri ESDM mengenai penugasan PSPE
Cubadak Panti kepada PGE.
Bagi PGE, ketiga capaian ini menjadi tonggak baru dalam
pengembangan energi panas bumi nasional, sekaligus
memperkuat langkah PGE dalam menjadi world leading
geothermal producer.
Optimalkan Pengembangan Panas Bumi Ulubelu dan
Lahendong
Pada hari pertama IIGCE 2026, PGE, PLN IP, dan PLN
menandatangani LoI untuk pembelian listrik panas bumi dari
PLTP Ulubelu BU berkapasitas 30 megawatt (MW) dan PLTP
Lahendong Bottoming Unit berkapasitas 15 MW yang akan
dikembangkan bersama oleh PGE dan PLN IP melalui joint
venture.
Penandatanganan dilakukan oleh Direktur Utama PGE Ahmad
Yani, Direktur Utama PLN IP Bernardus Sudarmanta, serta
Direktur Utama PLN Darmawan Prasodjo dengan disaksikan
oleh, Menteri ESDM Bahlil Lahadalia, Direktur Jenderal Energi
Baru, Terbarukan, dan Konservasi Energi (EBTKE), Prof. Dr.
Eng. Eniya Listiani Dewi dan Direktur Utama PT Pertamina
(Persero) Simon Aloysius Mantiri.
Direktur Utama PGE Ahmad Yani menyambut positif langkah
tersebut sebagai bagian dari upaya mengoptimalkan potensi
pembangkit panas bumi yang telah beroperasi. Kami
menyambut penandatanganan LoI ini dengan penuh
optimisme. PLTP Ulubelu dan Lahendong selama ini telah
berperan penting dalam penyediaan listrik di Lampung dan
Sulawesi Utara. PGE yakin bahwa tambahan unit yang kami
kembangkan bersama PLN IP ini akan menyediakan suplai
listrik yang bersih nan andal untuk semakin banyak rumah
tangga, yang akan mampu mendorong pertumbuhan ekonomi
masyarakat secara berkelanjutan. Ini merupakan bagian dari
komitmen kami untuk menyediakan energi yang
memberdayakan masyarakat, jelas Ahmad Yani.
Proyek PLTP Ulubelu BU dan PLTP Lahendong BU
merupakan pengembangan pembangkit yang mengolah panas
sisa dari operasi pembangkit panas bumi eksisting untuk
menghasilkan tambahan listrik melalui teknologi binary
(bottoming cycle). Pengembangan ini sejalan dengan salah
satu strategi pertumbuhan PGE, yaitu optimalisasi aset
eksisting.
Sebelumnya, konsorsium PGE dan PLN IP telah menyepakati
tarif listrik dengan PLN sebagai offtaker untuk PLTP Ulubelu
BU pada Desember 2025, dan PLTP Lahendong BU pada
April 2026. Penandatanganan LoI menjadi langkah lanjutan
menuju tahap pengembangan kedua proyek. Adapun langkah
berikutnya meliputi pendirian joint venture, penyusunan Power
Purchase Agreement (PPA), serta proses Engineering,

Procurement, Construction, and Commissioning (EPCC). Kedua pembangkit ditargetkan mencapai Commercial Operation Date (COD) pada tahun 2028. Membuka Potensi Panas Bumi Cubadak Panti Selain penandatanganan LoI, PGE pada hari yang sama juga menerima Surat Keputusan (SK) Menteri ESDM Nomor 176.K/EK.04/MEM.E/2026 tentang Penugasan Survei Pendahuluan dan Eksplorasi (PSPE) Panas Bumi kepada PGE di wilayah PSPE Daerah Cubadak Panti, Kabupaten Pasaman dan Kabupaten Pasaman Barat, Provinsi Sumatra Barat. SK tersebut diserahkan langsung oleh Menteri Bahlil kepada Direktur Utama PGE Ahmad Yani dengan disaksikan oleh Dirjen EBTKE Prof. Dr. Eng. Eniya Listiani Dewi dan Direktur Utama Pertamina Simon Aloysius Mantiri. Penugasan ini menjadi langkah awal PGE untuk mengidentifikasi dan membuktikan potensi panas bumi di wilayah Cubadak Panti. Sebelumnya, PGE berhasil menempati peringkat pertama dalam proses seleksi kompetitif yang diselenggarakan Kementerian ESDM dengan nilai penilaian 87,01. Wilayah PSPE Cubadak Panti mencakup area seluas 29.897 hektare. Berdasarkan data awal, wilayah ini diperkirakan memiliki potensi cadangan panas bumi sebesar 77 megawatts electric (MWe). Jika terbukti, potensi tersebut akan mampu memenuhi kebutuhan listrik sekitar 40 ribu rumah tangga. Direktur Utama PGE Ahmad Yani menyampaikan apresiasi atas kepercayaan yang diberikan kepada PGE untuk melaksanakan mandat eksplorasi tersebut. Tanggung jawab ini menjadi bagian dari komitmen PGE untuk terus mendukung target Net Zero Emission 2060 dan memperkuat ketahanan energi nasional. Penugasan ini juga sejalan dengan komitmen Provinsi Sumatra barat sebagai Green Province. Dengan sinergi yang kuat antara pemerintah, pelaku usaha, dan masyarakat, PGE akan melaksanakan mandat ini agar dapat mengubah potensi panas bumi Cubadak Panti menjadi manfaat yang berkelanjutan dan bernilai tambah bagi masyarakat. Memasuki Fase Baru Pengembangan Panas Bumi Nasional Dua capaian tersebut menjadi semakin bermakna di tengah momentum menuju 100 tahun perjalanan pengembangan panas bumi Indonesia. Setelah satu abad perjalanan membangun fondasi industri panas bumi nasional, Indonesia kini memiliki kesempatan untuk membawa energi panas bumi ke skala yang lebih besar sebagai salah satu kekuatan energi bersih nasional. Bagi PGE, momentum tersebut menjadi dorongan untuk terus menjaga keandalan operasi sekaligus mempercepat pengembangan kapasitas baru. Saat ini, sejumlah proyek strategis tengah dikembangkan, antara lain PLTP Lumut Balai Unit 3 dan 4 di Sumatra Selatan, PLTP Hululais Unit 1 dan 2 di Bengkulu, PLTP Lahendong Unit 7 - 8 & Binary Unit di Sulawesi Utara, dan proyek Gunung Tiga di Lampung. Menjelang 100 tahun perjalanan panas bumi Indonesia, kami melihat masa depan dengan optimisme. Jika satu abad terakhir adalah perjalanan untuk membuktikan potensi panas bumi nasional, maka abad berikutnya adalah kesempatan untuk menjadikannya salah satu kekuatan utama Indonesia. PGE akan terus menjaga keandalan, mempercepat pengembangan, dan memperluas manfaat panas bumi agar energi dari bumi Indonesia dapat menjadi energi bagi kemajuan bangsa. has reaffirmed its commitment to accelerating the energy
transition to strengthen energy security and create long-term
value for the community. This commitment is being realized
through the accelerated development of the Ulubelu Bottoming
Unit (BU) geothermal power plant and the Lahendong BU
geothermal power plant, as well as the receipt of a mandate to
survey geothermal potential in Cubadak Panti, West Sumatra.
These achievements were made during The 12th Indonesia
International Geothermal Convention & Exhibition (IIGCE)
2026 in Jakarta, through the signing of two Letters of Intent
(LoI) between PT PLN (Persero) and the PGE Consortium and
PT PLN Indonesia Power (PLN IP) for the development of the
Ulubelu BU and Lahendong BU geothermal power plants, as
well as the handover of the Minister of Energy and Mineral
Resources Decree regarding the assignment of the Cubadak
Panti geothermal potential survey to PGE.
For PGE, these three achievements mark a new milestone in
the development of national geothermal energy, while also
strengthening PGEs efforts to become a world-leading
geothermal producer.

Optimizing the Development of the Ulubelu and Lahendong
Geothermal Projects
On the first day of IIGCE 2026, PGE, PLN IP, and PLN signed
a Letter of Intent (LoI) for the purchase of geothermal
electricity from the 30-megawatt (MW) Ulubelu BU geothermal
power plant and the 15-MW Lahendong Bottoming Unit
geothermal power plant, which will be jointly developed by
PGE and PLN IP through a joint venture.
The signing was conducted by PGE President Director Ahmad
Yani, PLN IP President Director Bernardus Sudarmanta, and
PLN President Director Darmawan Prasodjo, and was
witnessed by Minister of Energy and Mineral Resources Bahlil
Lahadalia, Director General of New, Renewable, and Energy
Conservation (EBTKE), Prof. Dr. Eng. Eniya Listiani Dewi, and
the President Director of PT Pertamina (Persero), Simon
Aloysius Mantiri.
PGE President Director Ahmad Yani welcomed this step as
part of efforts to optimize the potential of existing geothermal

power plants. We view the signing of this LoI with great optimism. The Ulubelu and Lahendong geothermal power plants have long played a vital role in providing electricity to Lampung and North Sulawesi. PGE is confident that the additional units we are developing together with PLN IP will provide a clean and reliable electricity supply to an increasing number of households, which will drive sustainable economic growth for the community. This is part of our commitment to providing energy that empowers the community, explained Ahmad Yani. The Ulubelu BU and Lahendong BU geothermal power plant projects involve the development of power plants that utilize waste heat from existing geothermal power plant operations to generate additional electricity using binary (bottoming cycle) technology. This development aligns with one of PGEs growth strategies: the optimization of existing assets. Previously, the PGE and PLN IP consortium had agreed on electricity rates with PLN as the off-taker for the Ulubelu BU Geothermal Power Plant in December 2025 and the Lahendong BU Geothermal Power Plant in April 2026. The signing of the Letter of Intent (LoI) marks the next step toward the development phase of both projects. The next steps include establishing a joint venture, drafting a Power Purchase Agreement (PPA), and carrying out the Engineering, Procurement, Construction, and Commissioning (EPCC) process. Both power plants are targeted to reach their Commercial Operation Date (COD) in 2028. Unlocking the Geothermal Potential of Cubadak Panti In addition to signing the LoI, on the same day PGE also received Ministerial Decree (SK) No. 176.K/EK.04/MEM. E/2026 regarding the Assignment of Preliminary Survey and Exploration (PSPE) for Geothermal Energy to PGE in the Cubadak Panti PSPE area, Pasaman and West Pasaman Regencies, West Sumatra Province. The SK was handed over directly by Minister Bahlil to PGE President Director Ahmad Yani, witnessed by Director General of New and Renewable Energy and Energy Conservation (EBTKE) Prof. Dr. Eng. Eniya Listiani Dewi and Pertamina President Director Simon Aloysius Mantiri. This assignment marks PGEs first step toward identifying and verifying geothermal potential in the Cubadak Panti area. Previously, PGE ranked first in a competitive selection process organized by the Ministry of Energy and Mineral Resources, with a score of 87.01. The Cubadak Panti PSPE area covers 29,897 hectares. Based on preliminary data, this area is estimated to have geothermal reserve potential of 77 megawatts electric (MWe). If confirmed, this potential would be sufficient to meet the electricity needs of approximately 40,000 households. PGE President Director Ahmad Yani expressed his appreciation for the trust placed in PGE to carry out this exploration mandate. This responsibility is part of PGEs commitment to continue supporting the 2060 Net Zero Emission target and strengthening national energy security. This assignment also aligns with West Sumatra Provinces commitment to becoming a Green Province. Through strong synergy between the government, the private sector, and the community, PGE will carry out this mandate to transform the geothermal potential of Cubadak Panti into sustainable benefits and added value for the community. Entering a New Phase of National Geothermal Development These two achievements take on even greater significance as Indonesia approaches the 100th anniversary of its geothermal

development journey. After a century of laying the foundation
for the national geothermal industry, Indonesia now has the
opportunity to scale up geothermal energy as one of the
nations clean energy pillars.
For PGE, this momentum serves as an impetus to continue
ensuring operational reliability while accelerating the
development of new capacity. Currently, a number of strategic
projects are under development, including the Lumut Balai
Geothermal Power Plant Units 3 and 4 in South Sumatra, the
Hululais Geothermal Power Plant Units 1 and 2 in Bengkulu,
the Lahendong Geothermal Power Plant Units 7 - 8 and Binary
Unit in North Sulawesi, and the Gunung Tiga project in
Lampung.
As we approach the 100th anniversary of Indonesias
geothermal journey, we look to the future with optimism. If the
past century was a journey to prove the nations geothermal
potential, then the next century is an opportunity to make it one
of Indonesias key strengths. PGE will continue to ensure
reliability, accelerate development, and expand the benefits of
geothermal energy so that energy from Indonesias earth can
fuel the nations progress. This is our contribution to realizing a
