Implementation of >100 Km Plastic Asphalt for Beautiful Indonesia
Program Description
PT Chandra Asri Pacific Tbk (Chandra Asri Group), a leading chemical and infrastructure
solutions company in Indonesia, is committed to implementing plastic asphalt roads as the
Company's contribution to reducing plastic waste in Indonesia through the circular economy
principles. To fulfill its commitment, the Company declared a target of implementing 100 km
of plastic asphalt in the “Our Ocean Conference” in 2018 in Bali.
During this event, the company expressed its commitment to supporting Indonesia's efforts to
reduce waste by 30% and reduce ocean waste by 70% by 2025 through the Plastic Asphalt
program. These plastic asphalt roads are implemented using research from the Ministry of
Public Works and Housing (PUPR) in 2017, which involves asphalt mixed with plastic.
Chandra Asri Group received technical guidance from the Ministry of PUPR during the initial
trial period of the project. The first trial of plastic asphalt took place in 2018 at Chandra Asri
Group’s petrochemical plant area in Cilegon, Banten. Five years since the commitment was
made, Garut District has become the location where the target of 100 km and even more is
achieved, making it the area with the longest coverage, namely 50.2 km. This initiative also
paves the way for the company to provide economic value for low-value used plastic,
particularly low-value used plastics, to be absorbed into the recycling industry so that they do
not become waste.
Currently, the Ministry of Environment and Forestry records that there are 13.5 million tons of
unmanaged waste, or 37.5% of the total waste generated nationally. Data from the United
Nations Environment Programme (UNEP) shows the potential for a threefold increase in
plastic waste entering aquatic ecosystems by 2040, if decisive action is not taken to address
this issue. Therefore, after achieving the target of 100 kilometers of plastic asphalt roads,
Chandra Asri Group as a growth partner will continue to be open to collaboration opportunities
to extend plastic asphalt roads to realize Beautiful Indonesia.
Implementation technicalities of the program
The Plastic Asphalt program for Beautiful Indonesia is part of the implementation of circular
economy principles applied by Chandra Asri Group as part of its Environmental, Social, and
Governance (ESG) initiatives through multi-stakeholder partnerships. This initiative is a part
of the Company's extended producer responsibility efforts to participate in the sustainable
management of waste, especially plastic waste. Within the framework of this initiative, the
plastic waste used is sourced from landfills with the support of plastic recycling industries and
waste pickers.

The Indonesia Plastic Recycling Association (ADUPI) and the Indonesia Waste Pickers
Association (IPI) are Chandra Asri Group's partners in providing plastic waste materials. They
play a role in providing low-value plastic flakes such as plastic bags, which meet the technical
specifications set by the Ministry of Public Works and Housing (PUPR). The plastic waste
processing process involves several stages, including screening, shredding, and drying.
After preparing the plastic flakes, the next step is mixing asphalt and plastic through a dry
mixing process. This stage begins by heating the aggregate or rocks to around 160° Celsius,
then the plastic flakes are added first to the mixture. The aim is for the plastic to coat the hot
aggregate. After this stage, asphalt and other materials are added to create a mixture ready
for use in road construction.
Research conducted by the Central Road and Bridge Research Institute of the Ministry of
Public Works and Housing (PUPR) (Balai Pusat Jalan dan Jembatan Kementerian PUPR)
shows that a plastic mixture with a proportion of 4-6% can increase road stability by up to 40%
compared to the conventional asphalt. Additionally, plastic asphalt also has several other
advantages such as resistance to water, aggregate release, heavy loads (Marshall stability),
and better resistance to deformation and cracking than regular asphalt. These advantages
make plastic asphalt superior in terms of road maintenance as it requires minimal upkeep.
In the process of implementing plastic asphalt in various regions, Chandra Asri Group has
encountered challenges in sourcing raw materials for plastic waste flakes. The condition of
waste management in Indonesia, where plastic is still mixed with other waste, leads to a
lengthy plastic waste management process, requiring significant waste management costs.
To overcome the challenge of sourcing raw materials, the company has introduced a solution
to maximize the adoption of plastic asphalt applications in Indonesia. In 2022, Chandra Asri
Group introduced its own processed plastic flakes called CIRCLO. This product is HDPE
plastic with particle sizes ranging from 4 to 9 millimeters (mm), particle thickness of about 0.07
mm, and moisture content below 5%. The existence of this brand marks the first step in the
commercialization process of plastic flakes to make them more widely accessible and used
as a mixture in asphalt production.
IMPLEMENTATION AREAS OF THE PROGRAM
The total implementation of 120.8 km of plastic asphalt successfully carried out with partners
is spread across several regions on Java island, including 50.2 km of asphalt roads in Garut
District; 29.3 km in Cilegon City; 13.9 km in Kudus City; 8.6 km in Tangerang District; and
other areas such as DKI Jakarta, Semarang City, Depok, Tegal, and Cikarang.
PROGRAM ACHIEVEMENTS
By the end of 2023, Chandra Asri Group successfully achieved 120.8 km of plastic asphalt
roads, exceeding the initial target of 100 km. With the total road coverage, the implementation
of plastic asphalt has managed 1,086 tons of low-value plastic waste such as plastic bags
from Landfills. The total coverage of asphalt with a mixture of plastic waste is the accumulation
of asphalt paving since July 2018 - December 2023 in various regions, a collaboration between
Chandra Asri Group and various parties.

In implementing the Plastic Asphalt program for Beautiful Indonesia, Chandra Asri Group has
partnered with:
• Indonesian Plastic Recycling Association/ Asosiasi Daur Ulang Plastik Indonesia (ADUPI)
and Indonesian Waste Pickers Association/ Ikatan Pemulung Indonesia (IPI) to provide raw
materials of plastic flakes
• Ministry of Public Works and Housing (PUPR), by adopting studies conducted by the Ministry
and providing technical assistance
• Local governments, including the Cilegon City Government, Tegal City Government,
Semarang City Government, and Garut District Government
• Educational institutions, such as the University of Indonesia and Dian Nuswantoro University
